UPGRADING PROGRAMS - VESSEL OPERATIONS

At the start of 1995, the company started a program for closer monitoring of operations. This program has three principal elements which are:
1. Boarding of an Operations Assistant and Port Engineer from the vessel's arrival until departure at the loading refineries to closely monitor and supervise loading operations.
2. Periodic operational evaluation during a voyage. An engineer and/or operations officer accompanies the vessel on a voyage and selectively audits/review specific ship evolutions, e.g. tank cleaning, drills, navigation practices, preventive maintenance programs, etc.
3. Occasional outport visits. These are unscheduled and unannounced visits to determine if crew are alert, available and competent.
